A man and woman have been found dead after a stand-off with police in the Victorian town of Wangaratta.

The pair was found dead inside a home in Belle Avenue about 5.10pm yesterday in what is believed to be a murder-suicide.

Two adults and six frightened children fled the house unharmed shortly after the firearm was discharged about 12.50pm, sparking a large-scale police operation.

Police tried to make contact with the man who was believed to be holed up in the house with a woman.

A witness told police they earlier saw a man with a rifle and telescopic sight chasing a woman.

Police cordoned off the area throughout the day and told nearby residents in Belle, Irwin and Garnet avenues and Appin Street to remain inside their homes.

"It's a sad and tragic day for everyone, there's not much more I can say," Superintendent Paul O'Halloran said.

"Our involvement started after the firearm was discharged, but will be subject to investigation."

The children spent the afternoon in the care of police.

The deaths will be subject to a coronial inquiry.
