Greater Melbourne and northern regions ofVictoria are among areas on high alert as heavy rain and severe winds move across the state.

The Bureau of Meteorology (BoM) this morning issued flood watch alerts for Greater Melbourne, Glenelg and Hopkins Rivers and Goulburn and Broken Rivers.

Werribee catchments have already received 40mm of rain in the past 24 hours, and are expected to receive between 10 and 30mm more by tomorrow.

BoM has also warned the state’s North East, including Upper Murray catchments, could receive up to 80mm of rain over the day.

Heavy rainfall is expected for the Northern Country, North Central, North East and parts of the Central, East Gippsland, Mallee, South West and Wimmera regions of Victoria.

Coleraine, a town in the state’s north-west near Hamilton, has been one of the hardest hit by flash floods as a result of the heavy rain.

Up to 50 millimetres of rain fell near the town early this morning.

SES crews have responded to flooded houses and roads in the town, and are assisting with sandbagging businesses and homes.

"[The water is] probably about a foot deep. [At] the next intersection, it's come right up one block beside the post office nearly onto the main street,” a local resident told 774 ABC Melbourne.

Shepparton, Wangaratta, and Seymour are among locations in the north which could also face flash flooding as a result of the deluge, the Bureau warned.

Damaging winds are set to lash west and south Gippsland, with  peak gusts of up to 100km/hr clocked in Alpine areas this morning.

“We’re still recording winds of around 90km/hr,” Bureau of Metrology senior forecaster, Dean Stewart, told 9NEWS.com.au.

Mr Stewart said the severe weather conditions are expected to ease up over the weekend.

“The system will move eastward overnight and clear in the morning,” he said.

SES advises that all community members should:

Never walk, ride or drive through floodwater,

Never allow children to play in floodwater,

Stay away from waterways and stormwater drains during and after heavy rain,

Keep well clear of fallen power lines

Be aware that in fire affected areas, rainfall run-off into waterways may contain debris such as ash, soil, trees and rocks, and heavy rainfall increases the potential for landslides and debris across roads.
